外媒：字节跳动与甲骨文达成合作协议 但不出售TikTok

知情人士称，字节跳动已与甲骨文就短视频应用TikTok在美业务达成初步“技术合作”协议。

据英国《金融时报》14日的报道，三位知情人士向《金融时报》透露，字节跳动已与甲骨文就TikTok的美国业务达成了初步的“技术合作伙伴”协议，但该协议不包含全面出售TikTok。

报道指出，其中一位知情人士表示，作为该交易的一部分，甲骨文计划解决特朗普政府就字节跳动对TikTok的所有权而提出的“ 安全“担忧。而一位了解谈判情况的人士表示，两方达成的任何协议都需要得到美国和 政府的支持，目前谈判仍在进行中，可能还会发生变化。

As part of the deal, Oracle plans to address "national security" concerns raised by the trump administration over the ownership of tiktok, according to one of the people familiar with the matter. A person familiar with the negotiations said that any agreement reached by the two sides needs the support of the US and Chinese governments, and the negotiations are still ongoing and may change.

路透社14日的报道中也指出，有消息人士表示甲骨文将负责管理TikTok在美国的用户数据。消息人士称，根据该协议，TikTok的一些主要投资者，包括投资公司美国泛大西洋投资集团（General Atlantic）和红杉资本（Sequoia capital），也将获得TikTok美国业务的少数股份。

路透社指出，目前尚不清楚特朗普是否会批准这项交易。据悉，目前美国外国投资委员会（CFIUS）正在监督字节跳动与甲骨文的谈判，负责审查该交易的 安全风险。

目前字节跳动和甲骨文方面尚未回应路透社的置评请求，白宫则表示拒绝就此问题评论。

美国总统特朗普8月6日签署行政令，称将在45天后禁止任何美国个人或实体与字节跳动进行交易。8月14日，特朗普再次签署行政令，要求字节跳动必须在90天内剥离TikTok美国业务。
